Binational Public Advisory Council (BPAC)

Mission Statement

“The Bi-National Public Advisory Council shall advise the RAP Team on key aspects of the Remedial Action Plan Preparation and Adoption. This includes: the goals of the plan, problems to be addressed, planning methodology, public involvement program, technical data, remedial action alternatives, planning recommendations and adoption, plan implementation, plan funding and methods of enforcement. The goal of all concerned should be to arrive at planned recommendations upon which the RAP Team and the Advisory Council agree, and for which there is broad public support.”

Binational Public Advisory Council

The St. Clair River Binational Public Advisory Council (BPAC) was created in early 1988 to work with the Remedial Action Plan (RAP) Team and government representatives on a regular basis during development of the Remedial Action Plan. Its role, at that time, was to convey public opinion and views regarding RAP goals. The BPAC also offers advice on problem identification, planning methodology, public involvement, technical information, identification of available remedial options, selection of remedial actions, and plan recommendations.
